ICS, NIMS, SEMS California Training for First Responders

California state regulations require that all First Responders, such as Law Enforcement, EMS and Fire Personnel, must be current in the minimum mandatory training on Incident Command System (ICS), Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS). 

AST provides this required training and re-certification/updating to all First Responders. AST also provides required/mandated courses to educators, businesses and public entities as well as additional specialized courses to meet their specific needs.

Absolute Safety Training, Inc. (AST) recognizes that many different entities in the education, private and public sector need training in these areas so they are prepared for the “what if" scenario.  AST has experienced, professionally qualified instructors to provide these important classes with emphasis on helping the educational facility, private business or public entity see where they fit into the picture. Our instructors teach each entity how to react when the emergency happens and how to respond to whatever situation may come before them.

The Standardized Emergency Management System (SEMS) has existed since 1996 and the National Incident Management System (NIMS) was created in 2004. The backbone of each of these systems is the Incident Command System (ICS). Developed in the 1970s, the ICS has proven to be a highly effective system for responding to a wide variety of multi-jurisdictional incidents nationwide.

The NIMS was established when President Bush signed Homeland Security Presidential Directive-5 (HSPD-5). The HSPD-5 requires that all federal, state, local, tribal, private sector, and non-governmental entities comply with all of the federal NIMS requirements no later than September 30, 2006. Failure to meet the requirements may result in the loss of federal disaster preparedness funds in federal FY 2007 for any non-complying agency.

Executive Order S-2-05, signed by Governor Schwarzenegger in February 2005, directed the Governor’s Office of Emergency Services (OES) to develop a statewide integration and implementation plan for SEMS and NIMS. The California SEMS Advisory Board approved the plan on April 26, 2006. One of the approved recommendations requires that all first responders complete a minimum of 8-hours of training on SEMS/NIMS/ICS.
